actually, I think logistically there's some problems with that... even with 7 armies to add (because you control 7 territories), then I don't think you'd be able to add enough to attack every adjacent NVP territory with 4 biters each. Additionally, I believe I have messed up (yet again) when I specified the Species Advantages. I said that the biters get to add armies, though in my example I had that they got a dice roll bonus... So you'd add 1/2 the value of your armies to any dice roll- the highest, second highest, or any one you choose. Also, technically the NVP's boost doesn't count when defending.

Oh, but @phantomfinch you did make enemies with the UCR, so, uhh... time to add their forces back onto the map! We'll give them 4 armies to start, because there's been 3 turns so far (generated 3 armies) and I'd imagine the announcement of war got some draftees. So, have fun with them snekzillas...

I'm just going to say this now, I'm going to have @Jamezorg take my turns. I haven't played Risk in over a decade, and I'm not to confident on how I would perform with such high stakes. Those stakes being this specifically
This was the closest sound clip that I could find, don't mock me.
1) I place one of my new armies in each of my biomes.
2) I send two of my Sparse Reef armies and one of my Blood Kelp armies to take over the Grassy Plateau on my borders (I rolled a 1 a 3 and a 4 )
3) I move one of my Grand Reef armies into the Sparse Reef.
Now I'm going to write an account of the Siege of Mushroom Forest. Read it if you want:
The Siege of Mushroom Forest
Stalkers and reapers swam through the Mushroom trees with force, rippling the water around their powerful fins. Each had powerful teeth and jaws, and they could withstand an attack. When they heard Reefbacks were approaching from the east, many visited their stations on the heavily contested eastern front, bordering the Communist States beyond.
Soon the sun was blocked by Reefbacks heaving across the ocean tops, great weights on their backs. The DC were told of a force of Reefbacks incoming, but never could they have anticipated they and their army would be so massive. On their backs they hauled a large amount of Tiger Plants that shot thorns from their tips. The Reefbacks positioned themselves above the biome and shot anything that they caught in their sight with a volley of Tiger Plant missiles. Soon the Reapers became starving, and the stalkers were near enough dead. They withdrew their armies and made their way back to the Dunes from whence they came a mere few days ago.
After this victory, Biters swarmed the area, truly securing it as one of their own. The banners were raised, the press was told and the vibrations of this NVP defeat shot through the water like tremors on a spider's web. This defeat was heard about for miles and miles, and this event would be the trigger of many greater battles in the ocean.

@jamezorg do you wish to attack until all your attacking forces are dead or just attack once? because you can attack however many times you want, provided you have the armies
By the way I have concluded that you both lose 1 army from the first attack, because of your species advantages...
EDIT: Cambrian's logic and some risk rules
risk rules: For clarification, you can only roll 3 attack dice and 2 defence dice per attack. You can attack with a force that has more than 3 armies, but if you do that the purpose is to attack the same area again and again and again until it's worn out. same with defenders. You can only roll 2 defence dice, even if you have a massive amount of armies on the defending territory. This makes it so that you can withstand multiple attacks.
Cambrian's logic: when attacking each other, I've applied some convoluted logic to the NLAP and GCSC. It goes like this: The NLAP is able to nullify one value of the opponent's forces, turning it into a zero. The GCSC, on the other hand, gets to add a boost to any one of their dice rolls. For maximum strategic potential, I've decided that the highest GCSC value would be nullified, and the second highest GCSC value gets the boost. This makes it so that the NLAP disables the most threatening roll, while the GCSC still gets to use their boost effectively.

I send my 3 warpers to the north state and attack the stalker
I send 3 biters from greater blood kelp to assist in the reapers destuction in the dunes
I attack the reaper untill either one of us die (also it cant to a +3 as it is an defending roll.
i also send the 6 bitters from the kelp forests and the 3 bitters by the word jaged to attach the auora crash site until it is ocupied.

We can still play Risk though, right? We still haven't found a leader for the Grand Reef yet, and the Conglomerate has more right to it than anyone at the moment. I'm sure there's more warring to be done. Remember the truce in World War One only lasted a day, maybe this one could last two or three, so that we can have a few days to rest from Risk? Like those twenty minute breaks you have in actual games? The fate of the Grand Reef has yet to be decided, and a truce has been forged, but for how long will it last? WW1 comparisons are fantastic, however.
Speaking of Risk, Game of Thrones risk is awesome Already had a game with the famalam, on Westeros, the 3 player map. With 7 players you can span both continents, which we plan to do tomorrow, so I might need a few days of rest from this game to play this GoT one
Conglomerate leader Jamezorg's men, however threatening, are somewhat impaired when it comes to sports. They lost to the Shoal in that Christmas day match, but Jamezorg was able to escape the trial with his head still bolted to his shoulders. As glad about this as he was, he had recently received criticism from members of the NVP that his tactics were not furthering the war effort in the slightest. If he were to win this war he would need to stop playing this game so safe. He would need to attack with more force if he wanted to come out of this conflict on top. He took this advice to heart, and the NVP requested that they annex southern Communist states for their own, for them to be given to the Conglomerate shortly afterwards as a boost in their effort.
Before this assault would take place, however, commanders of the NVP saw the only logical way forward as to snuff out one of the GCSC's most militaristic states. This would also bolster their forces, mind, as attacks on the North State had been many and close between, and its soldiers were dying to the hands of the GCSC. This battle would be one of vengeance and anger on the NVP's side, and one of desperation and terror on that of the Shoal.

1) I place one of my new armies in each of my biomes.
2) I send two of my Sparse Reef armies and one of my Blood Kelp armies to take over the Grassy Plateau on my borders (I rolled a 1 a 3 and a 4 )
3) I move one of my Grand Reef armies into the Sparse Reef.
Now I'm going to write an account of the Siege of Mushroom Forest. Read it if you want:
The Siege of Mushroom Forest
Stalkers and reapers swam through the Mushroom trees with force, rippling the water around their powerful fins. Each had powerful teeth and jaws, and they could withstand an attack. When they heard Reefbacks were approaching from the east, many visited their stations on the heavily contested eastern front, bordering the Communist States beyond.
Soon the sun was blocked by Reefbacks heaving across the ocean tops, great weights on their backs. The DC were told of a force of Reefbacks incoming, but never could they have anticipated they and their army would be so massive. On their backs they hauled a large amount of Tiger Plants that shot thorns from their tips. The Reefbacks positioned themselves above the biome and shot anything that they caught in their sight with a volley of Tiger Plant missiles. Soon the Reapers became starving, and the stalkers were near enough dead. They withdrew their armies and made their way back to the Dunes from whence they came a mere few days ago.
After this victory, Biters swarmed the area, truly securing it as one of their own. The banners were raised, the press was told and the vibrations of this NVP defeat shot through the water like tremors on a spider's web. This defeat was heard about for miles and miles, and this event would be the trigger of many greater battles in the ocean.
Well, that went well for the NVP didn't it. Who knew Reefbacks were so deadly?
By the way I have concluded that you both lose 1 army from the first attack, because of your species advantages...
EDIT: Cambrian's logic and some risk rules
risk rules: For clarification, you can only roll 3 attack dice and 2 defence dice per attack. You can attack with a force that has more than 3 armies, but if you do that the purpose is to attack the same area again and again and again until it's worn out. same with defenders. You can only roll 2 defence dice, even if you have a massive amount of armies on the defending territory. This makes it so that you can withstand multiple attacks.
Cambrian's logic: when attacking each other, I've applied some convoluted logic to the NLAP and GCSC. It goes like this: The NLAP is able to nullify one value of the opponent's forces, turning it into a zero. The GCSC, on the other hand, gets to add a boost to any one of their dice rolls. For maximum strategic potential, I've decided that the highest GCSC value would be nullified, and the second highest GCSC value gets the boost. This makes it so that the NLAP disables the most threatening roll, while the GCSC still gets to use their boost effectively.

I dissasemble my reefback into 3 biters to attack the reaper in the dunes.
I send my 3 warpers to the north state and attack the stalker
I send 3 biters from greater blood kelp to assist in the reapers destuction in the dunes
I attack the reaper untill either one of us die (also it cant to a +3 as it is an defending roll.
i also send the 6 bitters from the kelp forests and the 3 bitters by the word jaged to attach the auora crash site until it is ocupied.

Last time I met, we were performing political debates; the Conglomerate was being shifty, the Republic of Koosh had denounced the the Conglomerate, and the GCS and H/S Party were generally trying to be supportive.
I come back and A CIVIL WAR HAS BEEN DECLARED, THE RoK HAS ALLIED WITH THE CONGLOMERATE AND MY AGENTS ARE SLAUGHTERING THOSE WE SWORE TO PROTECT AND MAINTAIN THE WELLBEING OF ALL IN THE NAME OF THE GCS?!??!!??

I wish to speak to the person who has taken the role of representative in my absence. I wish for people to please inform me of what led to this war.
If the conditions for the war's initiation, plus any action my agents have taken since, prove to be undesirable and against what we stand for, I will not be hesitant to give the order for all agents to WITHDRAW to their nearest Precursor base, sheltering as many refugees who wish to come with us, and isolate themselves once the conditions prove self-sustainable and until this civil war has subsided.
I am disgusted.

@Enderguy059 , the conditions allowing this war to occur were satisfactory enough. You were fools to trust the pesky GCSC armies and leaders, for they have wronged you and your people. Your agents have been slaughtered by NVP beasts all across the ocean, and you have lost footholds in both the Lost River, the Mountains and the Lava Zones. Your absence has proven to be your undoing, for the Communist bastards have tangled you up in this conflict good and proper. The NVP control two of your bases and we at the Conglomerate control the other.
Now, we are, however, willing to make a trade. If you are to break all ties with the GCSC, and withdraw all of your agents from the battle, and enemy territory, we will allows you sanctuary in the Lost River base until this war is complete. If you should refuse, you, your people and your allies will all be crushed under the Alliance's might. If you accept, you will all live, and the Alliance will become more powerful with your inclusion.

And so the war for the reef ended and the Christmas treaty was signed and biter, warper and crabsquid kind lived peacefully in the south.
(This entire thing was planed as soon as the war was declared. With help from @Darwin-Evolution for the picture and @Jamezorg for agreeing to the idea) (also if it's OK the NVP could also end their war with us with a Christmas treaty)

We can still play Risk though, right? We still haven't found a leader for the Grand Reef yet, and the Conglomerate has more right to it than anyone at the moment. I'm sure there's more warring to be done. Remember the truce in World War One only lasted a day, maybe this one could last two or three, so that we can have a few days to rest from Risk? Like those twenty minute breaks you have in actual games? The fate of the Grand Reef has yet to be decided, and a truce has been forged, but for how long will it last? WW1 comparisons are fantastic, however.
Speaking of Risk, Game of Thrones risk is awesome Already had a game with the famalam, on Westeros, the 3 player map. With 7 players you can span both continents, which we plan to do tomorrow, so I might need a few days of rest from this game to play this GoT one

I place one Stalker at the NVP Outposts.
I place one Stalker at the North State.
I place three Stalkers at the Auora Crash Site and have them form a Reaper
2) I liberate the Shoal Military State with two Stalkers from the South Contested Area of the North State.
3) I move one Reaper from the NVP Outposts to The Dunes.
I move one Reaper from the Grassy Plateau in Highly Contested Lands to Kelp [1].
I move no units to allied territory.
I don't think you can conjure units out of the blue so I don't think you have enough units for that move.
Also I stick with my move.
Before this assault would take place, however, commanders of the NVP saw the only logical way forward as to snuff out one of the GCSC's most militaristic states. This would also bolster their forces, mind, as attacks on the North State had been many and close between, and its soldiers were dying to the hands of the GCSC. This battle would be one of vengeance and anger on the NVP's side, and one of desperation and terror on that of the Shoal.
