wrist mover at 11
i've heard that if youre used to using high sensitivity, and you move it down to like 1 until youre decent with 1, then you move it back up to high, then you supposedly get better aim. i havent tried it though, and that might only be true for slower paced games, or only for faster paces games.

For Forgotten Hope I also used the same settings, which is a game that can be hectic or slow paced, depending on number of enemy crosshairs trying to aim at ya (but then again, that game also has a lot of tactical movement with outflanking, which is near impossible in TF2's map design)
Giving in-game sens is pointless as it also depends on windows sens, DPI and mouse driver sens (if you have a fancy mouse).
For me,
TF2 sens = 2.6 Windows sens = 5/10 DPI = 900
You'll also get shafted if you use an ancient trackball mouse or modern laser mice- as both frequently skip, messing up twitch aiming. The best mice are the semi-old optical ones such as the mx500 and the more recent IR laser mouse like the Razer DeathAdder (which I can voich for).
Unfortunately, most laser mouse are marketed as "hey this is modern technology thus better than the previous generation" when in fact they suck compared to the old optical ones.
An e-sports site has spent an insane amount of time testing all the mice looking at different factors.
2.8 on a Razer Diamondback with the mouse at factory settings.
It might seem low but I've been getting some great point-blank twitch headshots with the sniper when I have the guts to stand my ground. It also works great for the scattergun, rocket launcher and the grenade launcher.

More dpi isn't always better as it depends on the sensor and wel all know that laser mice are still in their infancy where optical mice are mature and much more stable. Hence I'm sadened by the fact that the MX500 is no longer in production <img src="style_emoticons/<#EMO_DIR#>/sad-fix.gif" style="vertical-align:middle" emoid=":(" border="0" alt="sad-fix.gif" />
The increase in USB frequency does help as the mouse is more responsive for twitch movement. I always use the middle (default windows+~7ingame) setting as it is the best for both type of aiming (sniping and twitching 180+ turns), well for me at least <img src="style_emoticons/<#EMO_DIR#>/tounge.gif" style="vertical-align:middle" emoid=":p" border="0" alt="tounge.gif" />

This is a misconception. Robin Walker commented 5 months ago that they were planning on giving Pyros points for lighting people on fire. That never happened and there's been no mention of it since(it's a terrible idea that only masks the problem). Also, it was confirmed recently that the Pyro update would include a tweak to the flamethrower hit detection, among other things.

It's also on csnation.net, so pretty damn sure it's legit.
As for the two new maps, I'm convinced it's cp_redstone and cp_steel since they're the only ones with the right theme and enough polish to be released official-like, so check those out if you're curious.
