I agree the lights should require power to operate.
definitely against passive damage over time to seabases, it'd just be annoying
if anything, the basic doors to seabases should be airlocks. -
you need to hold right click for about 20 seconds.
P.S. If you're on experimental the blueprint is broken. You can use BLUEPRINT FILTRATIONMACHINE console command to get it if i recall correctly -

If you are doing some deep sea stuff without Seamoth (why?) just grab a builder, 8 titanium and 1 glass and make a basic seabase to refill oxygen. -

I think the values are not too far off from perfect. I'd say that both food and water should drop 15-20% slower.
