For me, I saved my game. Quit the game completely. Ran the game. Reloaded the save.
And then I could build again.
Try that...then if it doesn't fix it, the issue is not the same as mine. -
I had that issue with the seamoth fabricator. Might be cheat related, or save game related.

I tried to use floaters to raise an island in the underwater islands biome.
Sadly they just ripped holes through the dirt of the underwater island.
