Great. More scrap to rain down in our beautiful ocean.
    Ugh.

Well then, we better quick get out there and gather all those new resources.

The constitution has been edited, and I propose a vote: in terms of helping instate the Warper's healthcare plan, utilisation of Precursor technology would greatly increase ability to fight disease among the population. Precursor tech is immensely powerful, but has sat untouched. Should the government continue to research and develop precursor technology for use in healthcare? Agree or disagree to vote.

Additionally, the same can be said of Alterra Tech. Should that be utilised, with the help of Scuba Steve, who is still alive to explain the technology to us? (as opposed to the dead precursors) Vote again on this proposal, if you wish.

I say steve should share these technologies to the rest of the shoal instead of hoarding them to himself
As for the precursor technology's, they should be left for warper party to decide.

Are you just, like, permanently a sleepy phantom? "Shair?" "Technology's?" No offense meant...

I am deeply loathe or any embrace of the alien technology. However, in the interest of progress, my party is willing to make compromise. We are willing to agree to limited research on some technology, assuming the following conditions are met and maintained:
    1. A panel of experts including no less than 1 warper agree that the potential benefit outweighs the risk of any project.
    2. Any reverse-engineered products undergo an extensive period of testing and study before any public release is allowed.

Our various agents are happy to share the precursor technology for use in the general public.
We support the utilization of Alterra technology, should Scuba Steve agree to share it.

We agree to your conditions as well. We will not be invasive to your views of technology in general, whether it be beneficial or not.

I interrupt this thread dying to bring news:
    1) (less important) I have updated the Subnautica constitution, and
    2) - something rather amazing has occurred in real-world politics.

For those of you in America, you may be familiar with a certain comedian named Stephen Colbert. You don't have to like him, but are aware that he exists (for those of you outside the center of the universe america, Stephen Colbert is a comedian who has a late-night show where he lampoons political figures). Recently, he happened to cover President-elect Trump's cabinet appointments- specifically, that he has appointed the general "Mad-dog" mattis as secretary of defense. Alongside this name, this image of one of mattis's quotes was flashed:
    Spoiler

Seen it? Good. Remind you of anything? For me, I knew I had heard the phrase somewhere, but couldn't remember anything pertinent to the military that I'd associated it with.

For those of you who haven't gotten it, here's a little hint...
    Spoiler

Ladies and gentlemen of America, I believe that (with ~90% accuracy) we have just chosen the sniper from TF2 as our new secretary of defense. Jarate-bomb ISIS, anyone? (note- that last bit is satirical. I do not support indiscriminately demoralising the enemy by dousing them in urine)

Excuse me if I don't want a diplomat handling our defense.

Defending our nation isn't exactly a negotiable job.

I think I'm speaking for a lot of people when I say real politics should not come anywhere near this thread.

O.o It's alt-politics or politics in Subnautica, not IRL; if you confuse the two, stop, ask your friendly neighborhood Warper to flush your brain out with some Benzene, and read the post again.

In other words; pocket a few floaters and lighten up.

Distinguished representatives, might I propose we move on to the issue of basic rights. We have yet to enshrine a core value system into our founding document.

Distinguished representatives, might I propose we move on to the issue of basic rights. We have yet to enshrine a core value system into our founding document.

It is clear that one of the first issues we will have to address is the right to life: Ladies and Gentlefish, we are founding an unprecedented document. No where else has there been a civilisation made on the highest level with respect to the food chain, the lowest level of government.

Now, for most of the proposals, there is an understanding that fish will be fish and kill each other. However, if this gets too out of hand, then the basic purpose of government is undermined. I think we all know that there should a limit to how much fish are allowed to alter the environment. I propose that an extinction-level event is the limit we are looking for. With that in mind, here is a basic proposal:

All fish have the right to pursue prosperity.
    1) This includes killing other fish
    2) However, if a species is driven to extinction through the efforts of other fish, the government shall intervene
    3) similarly, if a species is driven to extinction by their own efforts, the government shall also intervene

    The "Right to Die" bill
-if fish give consent through a supermajority vote in their population, their population will be allowed to go extinct with DNA samples saved and stored.

    The "Nature's Course" bill
-if the senate votes a species a detriment to the planet through a supermajority, they can chose to not intervene if an extinction-level event would happen to the voted-down species.

    What do you think?

I am another representative for N-LAP, and I believe it is in my best interests to share some rules that will be introduced if N-LAP does indeed come into power. We feel as though, even if we do not gain a strong foothold in the Grand Reef as of Sunday this week (which is our goal), Lost River residents still need to listen to what we have to say, since as of the end of this election you may be obliged to follow these rules:

    1) Anyone seen using electronics of any kind will be fined on their first two abuses, then imprisoned on the third, serving up to five months.
    2) N-LAP falls under All fish have the right to pursue prosperity, however we will not allow fish to go to waste. Killing for the sake of killing will result in prison time.
    3) This will, in no way, be practised by N-LAP:
    The "Right to Die" bill
-if fish give consent through a supermajority vote in their population, their population will be allowed to go extinct with DNA samples saved and stored.
Other governments will handle said DNA storage, and if any in-use DNA stores are found within N-LAP borders the culprit will receive a fine of up to 20,000 Credits. Out-of-use DNA stores will be confiscated but no charges will be enforced.

These are some N-LAP only rules that we have put in place. If anyone has any objections or input feel free to discuss.

I believe a more moderate solution is to be found from the N-LAP's proposals. Their proposals, as a reminder, are as follows:

"1) Anyone seen using electronics of any kind will be fined on their first two abuses, then imprisoned on the third, serving up to five months."

Beneficial electronics such as the planter beds could benefit the ecosystem, so perhaps the "electronics" should be changed to "harmful electronics." The prison sentence seems a little strict, I believe an exponentially increasing fine would be more damaging for repeat offenses, and at the same time, more lenient on first-time mistakes.

    2) N-LAP falls under All fish have the right to pursue prosperity, however we will not allow fish to go to waste. Killing for the sake of killing will result in prison time.

    Agreed.

    3) We will not practise the Right to Die bill whatsoever. Anyone seen using DNA stores will be fined upward of 20,000 Credits. Out-of-use DNA stores will be sold to the highest bidder of other governments.

the N-LAP, or any other party, can reserve the right to not take part in the bill.

We have no problems with your changes, and will take them on as best we can. We aim to broaden our minds further, and will allow the use of electronics meant to sustain life, or make life fuller (all electronics in Subnautica are harmless), for example planters. We feel as though prison time should remain, although not after three offences. Ten or eleven should suffice, after several increasing fines upon each abuse?
