FPS has nothing to do with playability, seemingly.
Of course if you have a low end system you're going to suffer, but even with a fairly decent high end system as a Client you won't get decent performance. I've only played on a couple of low-ping servers, so it could be that the game isn't optimised for dedi servers just yet. But overall it seemed like there were obvious Client-side drops for particle effects when just firing an LMG clip into the ground (40FPS to 30FPS). On top of this there was increased network lag whenever any Alien combat happened (I monitored the Client-side FPS and it droped slightly but not so much that it would explain the loss of frames). One other drop seemed to happen as the game went on (didn't occur in relatively shorter games), so harder to pin down, but probably associated with more structures being built, unless it's a memory leak which would be baaad.

Right now ns2 does not use random hive locations. Both marines and aliens start in the same spot every time, and new hives/CCs can only be built on designated "tech points" through the map.

Just bought it and tried to run it. Whatever I try, from highest settings to lowest, I never get over 20 fps and it's really unplayable for me.

It's not for me. Although don't let that put you off, as playable is relative. I just find 20FPS is unplayable, yet some people may tell you that it's "super smooth".
The funny thing is for me, on LAN, on my own, it's about 40-45FPS. If I jump in to any server (HBZ for example is the one I tested on as people say that's top notch quality) I get 15-20 FPS.
I don't think it's netcode for 8v8. It's netcode + lots of other things. It shall improve, as long as the company stays afloat and it improves drastically soon.

Maybe using Lua someone can script some sort of benchmarking mod? Something that runs you through a test map, or perhaps a real map, and measures the FPS throughout and submits it. Kinda like the thing they have in Counter-Strike Source. A quick run though a level with some bots scripted to have a mock battle, etc. I'm sure this information could also be useful to the developers.

I only need UWE to implement first-person spectating (I'd do it myself, but it would take time I do not have and it will be on UWE's todo-list anyway), and I can make a proper benchmarking-tool.

This is most likely due to an out-of-date AMD Graphics driver. If this is a laptop, do NOT use the provided driver. Use the latest AMD Driver for your GFX Chip.

Well, I am having a few issues with build 178 and I can't enter the marines or my game will crash and I keep getting graphic bugs on the Alien side.
It was working fine in build 177.
No idea, if it helps, but you can try.

it works well except i run out of video memory on higher settings.

and on my laptop get about 45.
i guess people are talking about summit as that is the most frequently played map.
I made this same suggestion:
