Can I point out dr.d that when attacking a starbase, or enemy fleet for that matter, your combat value (CV) should be twice as much as theirs for guaranting success.
CV = Attack Value + Defense Value.
This has been recommended by people on the AW forums. It would seem AW has a tendency to favour the underdog when it comes to battles, so to quote Razwazza, the best form of attack is overkill.
It seems that you will win in this case, however a common tactic is to keep one planets starbase quite low so it looks more inviting but keep your entire fleet there.
Remember to always hassle the strongest opponent under you, that way he doesn't get too big, and ally to beat the stronger opponents over you.

In my system there were 4 guys, now theres two and me and the other remaining guy seem to have come to an unspoken truce, mainly because my starbase levels are all miles above his as he spent most of his PP on destroyers to take out the other guys..I am however keeping an eye on him...

With the proposal of alliances or communication within alliances I have learnt from my own and others mistakes and I think some good fundamentals.
When messaging for a proposal of an alliance, Co-operative peace treaty, or NAP (Non-Aggression Pact) I usually include in the proposal, that if no reply is received next time they log on, I view this as an act of aggression. Don't assume people are friendly. For Necrotic, get that truce spoken. To doubly make sure. If people don't reply to messages, it would be best to take this as acts of aggression
For allies not talking, send them a couple of messages before giving them a final ultimatum. There are just too many unknowns while waiting for someone who constantly logs on but gives no reply.
It is better to live in peace if possible, you can prosper better under peace, however sometimes a calculated war will give you even greater benefits.
I seem to have started with 3 neighbours who aren't researching, just started and haven't logged in for the last 16 hours or replied to my friendly hello... it's so lonely out here in the cold of space @.@
Well, Orsos and I have made a pact, we are going to split the system 50/50 and then team up to help each other out take on our neightbouring system, where there is a guy who is REALLY STRONG. So I no longer have to worry about this guy. I told him not to attack NS players due to the fact we would all swarm my system and wipe him out.
One of the AFKers (the guy whos on Planet 1, Near me) has woken up. at first I was upset, because now I need to spend much more to take that planet, but now I am happy hes awake because I am going to pull a "high Horse" on him. Only the 2 other guys in the system have planets that Orsos and I have not taken.
Kingcold (the guy who was AFK near me) now has started to build up his population (hes at 5 now). I am going to send 6 Transports and 8 Destroyers to his crummy planet and take it in 1 big swat! My Math is at level 10 and so is my physics. My econimy is at level 8 so Destroyers only cost me 28.
273 more PP till I can get my fleet up to that level and then.... DOOM for Kingcold!

Your question is a little vague, but I will try to answer your question in a general.
In trade this is where you spend your economy / astrodollars. First you have to be player level 1 to enjoy these benefits. You only need 5 xp for this.
You should have a supply unit, which you should know what that does.
The trade system is based on supply and demand, this is updated everyday between 2am - 2:30am GMT.
The price of PP, AStrodollares and artifacts are all based how many orders were received in the past 24 hours and what the nature of those orders was. If everyone wants to sell SU's then obviously the price of SU's is going to go down.
Once you put an order through that is it you can't cancel it or modify it.
PP's can be converted to astro and astro back to PP instantly. Buying/ selling artifacts or SU's will need an order and update at the daily update of ~2am GMT.
You can also send astrodollars to other players it will cost a base fee of $250 plus a 25% tax on whatever is left to be sent.
You can gain extra astro dollars by spending all points options once your planets have accumulated a total of 150 PP between them.

I'll have to redirect them to planet (11) . if they are successful in the attack on the afk (4 destroyers 1 transport) that will be my 6th I also have 2 colony ships heading to another star system full of afks ETA Oct 10 1:36:17 for planet (2) and (3)

As for Otto, it is helpful to have an alliance at the beginning, for obivous reasons, but it is not needed (especially if you have afks in your system). Now I'm in an alliance I regret, but I have too many enemies to get out of it.
