New user register broken - Captcha invisible

When trying to create a new account the Captcha box doesn't show so process can't ever complete.
I tested it on Chrome, IE, Firefox on PC, Opera on Bluestacks Android emulator and Safari on Ipad mini and all had the same results.
The default browser from Bluestacks got me a mobile version of the register page where the Captcha works.
