you cant upload screenshots of ns2 using steam screenshots... because the game isn't officially released on steam.
What you will need to do is put it in a dropbox public folder, or upload it to an image hosting site. I recommend dropbox due to speed and simplicity, but you can't use steam.

well i know its not the internet because i thought that would be it so i went and tried to connect to servers with my xbox. (which gets much worse connection than my pc) I also tested the connection. Of course i don't know much and this could be meaningless. :P
1. What is your advertised connection speed? (what you think you're paying for) 2. Run speedtest.net and post your findings 3. How many other people use your connection? Is it shared, and if so by how many people? (e.g. is it a college campus connection?) 4. Post your DxDiag. 5. Check your PC for loose connections. The only time I've had a ping this bad was because my PC was old and something somewhere was breaking. Replacing the parts fixed it. 6. Post IPs of the servers you ping badly to, and your geographical location (nearest city is fine). From this we can determine if it's because you're trying to connect to a server that is really far away. 7. People can suggest ways to work out if you are actually dropping packets (basically means you have an unreliable connection that doesn't transmit all the data it should do first time)

You can. Although NS2 can only be set to private.
PS. I corrected your absurd text color.
