Vultures could and mutas, if microed at a high level, seemed as though they could.
The Phoenix needed something, we'll see if this is it.

Mutas in SC1 were also notorious for moving firing.<!--QuoteEnd--></div><!--QuoteEEnd--> Not obvious to me. Void Rays can of course attack while moving, but even that is only in case they're moving towards their target. I'd say there's a huge difference between 1) having to micro your units to (first face the enemy?), hit Hold Position (not Stop, Move, Attack or Attack Move) and re-order them to move and 2) just having to keep your units within range while they auto attack.
It's a really good insight into their thinking, and whether you agree with their reasoning or not, it is still very useful to see how they arrived at their decisions.
I didn't know void rays could move'n'shoot, but nothing but carriers could move'n'shoot in SC1. Mutas still had to stop to shoot but, with sufficient micro, this could be a very short stop.
I just finished my new set of 5 qualifying matches. It put me in gold league, #12. I won a game and now I'm up to #8. Wtf, I never got higher than silver in the last rounds and I don't think I'm getting any better.

Like you mentioned, it's not even necessary to agree with the reasoning, but it's far easier to agree with the decisions if they come with some kind of background information and explanation.

That's an interesting article on how the system differs and how it affects the micro. I can't really comment on it properly without playing SC2 first, but I definitely see the point. The SC2 VODs I've seen seem to lack some of that exact razor sharp micro intensity that contributes to SC1 feel of awesomeness. I've got no clue on whether SC2 needs that sharp micro, but the article is definitely worth a thought.

The beta test will be unavailable for several weeks while we make some hardware and software configuration changes in preparation for the final phase of the beta test and the release of the game. We plan to bring the beta test back online for a couple of weeks prior to the game’s launch to complete our testing. We’ll have more details to share about when this final beta-testing phase will begin at a later date.

Voidrays were way too easy to micro, imo. Decrease by one range makes sense. Terran inf ups makes no sense at all and I'm completely confused by it. Glad to see the ultralisk gain the added bonus of being able to destroy forcefields (along w/ the thor and colossus) and I look forward to see how frenzied ultra's do against masses of units.

The void ray range decrease makes sense to me. It makes it a little easier to micro against a voidray. The stimpack research cost decrease makes no sense AT ALL imo nor did the ultralisk change.

Maybe, "new" is a relative measure. I haven't done any qualifiers in a long time though, maybe a month and a half?

Get your playtime in now. I'm on the verge of being promoted to plat and so the mad rush must now begin.
3v3 and 4v4 gamemodes will become available :]
