How about this for how it could work, instead of having NPC squads which would be a lot easier to work, I think developing slowly up the ranks from sort of loner characters might be a bit naff. So instead I propose something like this (please excuse my lack of lore, should i make cardinal sins!):
You start the game, and select a race: We pick Human.
You start off as a recruit on some planet, just signing up for the imperial guard. You walk up to a recruiter, and you asked if you want to join a squad (some of your friends say), or join a random squad. We pick random squad.
This zaps you off to an armoury on board a thunderhawk dropping you and the members of your squad off in to battle. However before it lands, you pick your equipment, squad sargent, and the players will generally get some quiet time to get to know eachother.
You then land, taking to battle straight away, with the full alotment of the IG's armoury at your disposal (not including vehicles yet). Now your squad goes off, and the only way of leveling up in the game is to get 'Squad Points' which are awarded for completing objectives, or destroying vehicles (you don't get them for killing enemy soldiers). So now you and your squad has X amount of squad points, and you can use them to call down a vehicle if you can find a clear space to set up a beacon (of which only one member of your squad can carry) or you can use the squad points to progress to to the next rank. Say if you get enough you get chosen to become space marines, and then you progress through the same again, until you get to become terminators or maybe you could go down other paths as the inquisitors, etc... Also a choice when you become the top end of your ranks as the human, if you die you can get the option of being revived as a dreadnaught. Since your such a hero for the empire, they think you worthy enough or what not.
I see the game panning out like that, where you have to stay with your squad else you won't have what you need to play or to level up at all. Generally making the game more mature I suppose too, the other races would work in a similiar fashion I'd imagine. (Just the way you join the squad would be different).

Phylon may be good when it goes into open beta. They really need to hire a better webmaster, though. And a PR guy.
possibly with MASSIVE amounts of polish it will be fun, but the game feels like the website. Nuff said.
(the one redeeming quality is that the NPCs quote fun movies at you constantly)
