I've had subnautica freeze on loading when there is not enough free memory, try closing down anything you have running in the background (web browser, tray apps etc)
Also, try deleting the options.bin file inReverting the drivers didn't work this time. Though Subnautica did run for longer after I rolled the driver back - I got a blank screen with a mouse ponter and the startup background music, instead of an immediate CTD.
I found that delet…I had not played for a while, just tried to launch the game and the problem is back for me as well. Since my first report I've upgraded to an RX480 card, was playing with no issues on that card a couple of months ago.

OK, I've found a solution - it's a hassle but it works. That works to launch the game from within steam, but because of the way that shortcut works steam doesn't recognise that the game has launched - steam overlay an in home streaming still don't work.

I have exactly the same issue. It worked fine for a couple of days then without warning an update from epic happened and it broke. First it would simply crash on start every time, then another update and I have the current symptoms…I ran into this issue - try deleting (or move it elswhere) options.bin in AppData\LocalLow\Unknown Worlds\Subnautica\SavedGames\options\
