Alright, I'm blind.
Changing the graphics renderer in system_options.xml to D3D11 caused the game to work.

Hello Zeroearth. I currently use Windows 10 Tech Preview, could that be the problem as well? I didn't notice any reports of game not working on this system. I have mediocre hardware however I'm fine with low framerate etc etc:
