Unable to start the game - black screen with a debug report

When I'm trying to run the game it stops at a black screen. I'm unable to do anything unless I tab out. I get greeted with a debug report app that doesn't seem to upload the minidump & log files at all, so I have to kill the process.
I've reinstalled the game twice, along with unsubscribing from all the Workshop mods, removing the game directories from steamapps and AppData but nothing has changed.
The log files itself also seem incredibly vague, should I try to install PhysX redistributables? Which version? Steam didn't attempt to do that and I don't see it in redist folder in steamapps' directory of NS2.
I'm attaching the zip file from techsupport.exe.

Make sure DX is installed correctly (just open the ns2 instal folder and look into the _CommonRedist\DirectX\Jun2010 folder and run the DXSETUP.exe
Beside that make sure the needed c++ packages are installed (x86 = 32bit OS, x64 bit = 64bit OS):

6GBs of DDR3 RAM. If anything else is important, it should be in the dxdiag file.
I don't know if the game actually worked before I changed my graphics card a few days ago, since I've last played 2-3 patches ago. I've had a NVIDIA GT440. After I got the R7 I removed the drivers then used "Display Driver Uninstaller" so that should mark out the possibility of driver conflict.
Changing the graphics renderer in system_options.xml to D3D11 caused the game to work.

Lol that explains a lot, i was abit confused about that your log said Windows 8 64-bit (build 9200), should have looked abit closer into the dxdiag. Yeah afaik only the DX11 render is currently running under win 10 due to the restriction of the win 10 dx api.
Have in mind Windows 10 is just a preview and certainly not meant for gaming or daily usage.
