I don't think steam lets you buy a 4 pack to give 4 away in the event you own it already. You would take one for yourself usually. Best you can do is paypal your buddy the money and have him buy it. (This is speculation)

I'd like you try to organize a 15-20 man team regularly. Dare I use WoW as evidence that 40 man raids were difficult to consistently do without a roster of 40 and then back ups of ~40. Translate that to NS and now we'd need rosters… -
