So if you have a 24 player, and you set 2 reserved slots, the server will fill and stop accepting normal players at 22/24 until 2 people with a reserved slot join then be at 24/24?

Then increase your ping limit as well and check the ping before you connect. Filters are only going to carry you so far in a browser. Use your eyes to pick up the slack.
