Can build over hatches; hull strength permanently lost?

When you obliterate hatches with new parts, HP lost by the hatch -- is it restored, or just permanency subtracted from the base total? Also, you shouldn't be able to build over hatches (it should say "You must deconstruct the Hatch first" or similar).

EDIT: Or perhaps you could just have the hatch auto-deconstruct + reclaim materials; however, that's a recipe for stranding players with low O2 outside their base where they might die before figuring out that they need another hatch.

It'll be like you had never built a hatch (well, minus the materials).
Yeah, will try to work it into some other base fixes I've been planning, if feasible. As a heads-up, you can lose a water filtration machine the same way.
Add Vehicle Modification Stations to the list. If you've got wall-mounted equipment or lockers and you build a connecting corridor, at least in a Moonpool, they tend to stay (floating), but the Vehicle Mod Station vanishes. In neither case do you get "please deconstruct X first".
And please fix an issue with picture frames and signs - cannot finish building and deconstruct if placed on glass in multipurpose room. With this bug entire room becomes non destructible.

Ah, just tested it. Now cannot build anything on glass. This decision made me sorrow, it is a serious limit to base designs.
Some time ago everything was perfect, please don't do fixes in such easy way.
The symptoms had worsened due to fixing another bug that was breaking the larger hitboxes used to make it easier to target/construct things like windows, re-enforcements, and marblemelons. Signs built floating in front of windows (a bug) would be removable due to these larger hitboxes being ignored (a bug). After the latter bugfix, signs couldn't be targeted. Now both are fixed.
Thank you for the detailed answer, now i understand the situation. Personally i miss for this bug. It allows creation of interesting designs.
Maybe a console command for advanced base builders? No restrictions to build, place everything everywhere! Of course at own risk.
