i saw a youtuber playing this game and i fell in love with it once i played it at a friends place so i got the game last year on my computer but i couldn't even start it then just now i realized it needs to be on a higher platform and i just have a windows 7 so can you guys plz get this message and make the game available for windows 7

Link to Speccy is in my signature, dxdiag can be run from the run dialog. Choose "save all information" and I think for Speccy it's File > save or similar.
My guess is probably Win 7 not being updated, or using the x86 version instead of x64.
Well I updated mine last time in november of 2014 (man, I'm old xD), version Home Premium service Pack 1, I don't know if this help you.
I meant with Windows Updates. Some people shut Windows Update off, so they never get any patches (like DirectX newer than 9.0c)
