Umm, you might want to check those builds and dates again. All of the good behaviour is in the older build and the bad behaviour is in the newer one, so this is a regression report, not a fix report.
They had both versions running at once, so probably only one of them was playing music. And it was probably posted as part of a bug report -- "it used to work properly, but now it's broken" sort of thing. That's what a regression report is.

Last night I found the fragments for the moonpool and wanted to attach one to my base. Before I did so, I had to deconstruct all my solar panels (thankfully only 4) because attaching a component to my existing base without doing so would have caused the panels to simply vanish, and then I'd have to collect new resources to power the base. The video shows this not happening anymore, which is fan-freaking-tastic. It also shows being able to rotate components much more freely, which is nice from an aesthetic viewpoint, even if it's not especially important to the gameplay mechanics.

No more deleting extension stuff (like solar panels) when you build default stuff (like more rooms) nearby! The ability to rotate base extensions!
