Perhaps the 1GB requirement is in ADDITION to the system RAM required to run your OS and various applications, yes? Either way, I've tested NS2 on W7 RC 64-bit, W7 32-bit, W7 64-bit, and Windows XP SP2. The XP system is a Core 2 Duo laptop with 2GB of RAM and integrated Intel graphics. It will start and play on the laptop, althought at a terrible framerate.

So i don't understand that post!
It seems like OP doesnt have enough "$kyllz" to install a game properly.
Running Windows 7 64bit here. Works fine.
Win 7 32bit need min 1GB and 64 bit 2Gb, only for Windows.
So get more ram, would solve the Problem
Now we just need the NS2 ipad app and we will win the internetz.
Works fine with my 2 gigs, I can run crysis etc etc.
But 1 gig is a bit small definitely.
My new comp has 6 gb, and runs win 7 64b just fine as well.
But yeah, 1 gb should not be enough, but getting more ram is not <i>that</i> expensive or hard.
Cant be because of the OS type... check other things (as RAM mentioned before)
