It's talking about moving the scene as if the camera is pointing at some specific point, then moves to the side so that it's still pointing at the same location and so that the distance between the camera and the location doesn't change (ie, as if the camera were circling this point). It's a combination of translational and rotational movement, whereas a graphics API typically provides only the basic facilities for translating and rotating. It's up to the programmer to use a combination of translating and rotating to get the affect described.
