If there is a leaked version out, and that's a possibility, it contained any of a number of bugs. We do not as a rule postpone releases for no real reason.

This is only the first stage of the optimisations. We profiled a listenserver with a single player connected to it and looked for functions that were using a lot of cpu. We paid paritcular attention to functions that varied with the number of players or entities as these would be less likely to yield diminishing returns on larger servers.
Of these functions, we determined that around five of them could be optimised with a very low code risk. These were added to the 3.0.5 scope.
There are other areas for optimisation but they are significantly higher risk. Some of these will be explored during 3.1 development, and some more during 3.2 development. We suspect they are might be partly responsible for the fluctuating cpu usage of an NS server, so our intention is to smooth the cpu usage and produce more consistent server fps. A game as complex as NS will never have a consistent cpu usage, but of course we will do our best to achieve it.
