yes, #ns has +r set (you must auth to get in, look through gamesurge.net to learn how)
HOWEVER, b/c gamesurge is being flakey as everything atm you might be on the wrong side of a netsplit to talk to authserv.
/authserv auth (name) (password)
However that is only if you have already registered a name, if you haven't you would need to register one like so;
/msg AuthServ@Services.GameSurge.net OREGISTER <account> <password>

At this very moment it seems to be righting itself, as chanserv joins and ops people and stuff.
As Depot and I said, gamesurge is being flakey as everything.
so even if you can log on you might be on the wrong side of a netsplit.
however you can always come and join #nsradio if you want some NS people to hang out with!

Which doesn't help if you can't connect to the gamesurge server to begin with (like me).
Regarding connection issues, it helps me to try various GameSurge servers, such as Olympus.CA.US.GameSurge.net or Kanzi.CA.US.GameSurge.net

You make the pedantic in me sad. mIRC is a client for connecting to an IRC network. In which you chat. Or if you feel youthful and wish to partake in modern slang, one would say "I'm on IRC" or even possibly "I'm IRC'ing".
Maybe I should take a screenshot of how many people are on the channel right now and make a topic about it...
