Greivous has blue and green sabers because he nicks them off Jedi he kills (and since he's working for the bad guys, he's not gonna be killing many sith), A) Because lightsabers are great weapons and B) Because it makes him look scarier (I mean, he kills jedi and nicks their weapons, that's pretty badass).

From what i've seen / heard, he appears to be an alien warlord of some sort that was in a shuttle crash, and the Seperatists saved him by taking what was left of him, upgrading it (speeding up reactions etc...), and sticking him in a top of the line robotic shell.
