I think Altair was a question of right place, right time (although it did have an original concept and potential).
I think that criticism of maps like Altair and some combat maps have lead to a much more stringent filtering process. Which nobody can argue with, really. I'd say that in current times, your statement is way off track. It's because of the backlash from maps like Altair that no map with the same problems it had at the time of release will ever be accepted into NS now.
Some might claim that Eon is just as bad, but I'd beg to differ.
I have very little doubt in my mind that Shiva will make it in. I'm so confident that I don't think that even saying it out loud has the power to jinx its candidature. It's not because Moultano's simply put a lot of work into it, but it's because he's put in the sort of work that is constantly improving the map; whether for Pub or Competitive play. I wouldn't be surprised if it's already been unofficially accepted but that nothing will be announced until the Devs have the next client-side version ready for release.

I wish I was as confident as you guys . . .
With the feedback that I've gotten from CAL, I have no doubt that it's good enough. I'm just worried about the devs having the time to get around to it.
I haven't heard from Zunni for forever, and the last thing I heard was that they wouldn't have time to get it playtested for 3.1. <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad-fix.gif' border='0' style='vertical-align:middle' alt='sad-fix.gif' /><!--endemo-->
As far as I can tell, in the run up to 3.0, the criteria were basically, "Does it have any stuck problems whatsoever?" and, "Are the r_speeds ok?" After the playtests I got some feedback on gameplay, but it seems that the reason for not including it was the r_speeds in places that I hadn't got around to fixing yet. I fixed them within the next week or so, but by that point the playtesting team had moved on to something else.
(Much <3 to Zunni though. I know he's got a ton to take care of.)

I think you might rethink how you go about responding to it in the future. I've learned a lot about it myself from trying to get feedback out of the CAL forums. I've found that you really have to learn to "turn the other cheek." When someone is acting retarded and flaming away, be as polite as you can, and behave like you have a real earnest desire to understand them. Sometimes it really turns people around, sometimes it doesn't, but it always helps the situation. Even the people that aren't associated with the flaming at all will see how you are conducting yourself, and you will earn their respect.
Think about it like this. In making a map, you've poured hours and hours of time, for no pay, trying to make something that a gaming community can enjoy. The community has just as many arseholes in it whether you release your map or not, and you are making it for them too. It is a really noble thing to do I think. Sure, you could be helping people at a homeless shelter, or some such, but nevertheless, you are giving back to a community through hard work in a way that few people do. Why not take the little extra effort to make sure that the contribution is as effective as possible? What I mean is this: You've been selfless and giving all this time in the process of making it, and the people flaming you seem like ungrateful ****. Why not extend that selflessness a little further, through the feedback process in how you respond to them? If you just dig down to the depths of your patience and remain as polite as possible, I think you'll find that the results are much better.
In other news, I pmed Nem a few hours ago, and he says he'll take a look tomorrow. <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile-fix.gif' border='0' style='vertical-align:middle' alt='smile-fix.gif' /><!--endemo-->
