British Columbia (that's in Canada for all you dang foreigners from other nations) started implementing a graduated liscensing system about 5 years ago now. When I turned 16, I wrote a test. Had to get a Learner liscense for one month. (Zero alcohol tolerance, only two passengers, one of which was an adult.) After a short road test (15 minutes), it was 6 months as a "new driver". Then a good 45 minute test at the end of that before we go our "full liscense".
Now, the learner period is 3 months, and the new driver period is about a year. (With two 45 minute tests)
Naturally, I hated it as a kid... but looking back on it, it was a good idea. I know a LOT of people that just aren't getting their liscenses and Monse, you should be thankful for that. <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html/emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif'><!--endemo--> What really cheeses me off though, is I took one of the premier driving courses in the country (Young Drivers) and I see no benefit to my insurance bill. Though I'm on track to getting my Road Star safe driving benefits in the next couple of years. (For the record, BC's auto insurance is run by ICBC alone, basically government run.)
Go to our neighbouring province of Alberta and you can drive (or could... don't know how it is now) at 14, getting your full liscense at 16. (their bars are open to 18 year olds too...)
One thing that ALOT of kids don't realize though, is that if you drive an old used vehicle, your insurance will be a lot less, and if only have two wheel drive, it's that much less again, and if it's a car, again, it's cheaper. I've owned two 2wd pickups from the '80s since I started driving. My insurance is about $1000 cdn for one year. My cousin who just bought a brand new 4wd truck (for what he thought was a good deal) is paying about $1000 for 3 months!
**And as a side note... don't get me started about some of the OLD people on the road... they scare me as much as stupid little kids...
I not yet got it or tried to make it. In germany you need to be 17 and somewhat to get one... and it's hard and gettin harder every year. There are about 60 or 70 test formulars with 20 questions each. But I think it's the same in every EU country... except for the UK... I'm glad BigDXLT already explained how "British Columbia, Canada"'s driver's license programs works in such good detail.
Now here's the problem I have with it. Most of BC is rural. Rural areas have LONG distances between destinations. Most of the rural areas are not exactly rich by any means. I am from that lower earning financial status and live in a rural area. I am now 23 and have just managed to save enough on top of paying bills to get my green "N" drivers license. I can not afford to purchase a PoS car, let alone pay for the hiked insurance that I fall under. My mom, aged 47, who has been in 3 car accidents in the last couple of years pays less insurance than I would, even though I have been driving since I was 16 with NO accidents and NO driving infractions (example: speeding ticket).
Basicly, as far as I am concerned... insurance companies = neccissary sham
I'm all for better public transportation, but there just isn't any other than putting my thumb out early in the morning on a cold, wet, and windy day. The only way for me to get work is to have a car. To pay for a car I need work. I feel very much in a "Catch 22" situation because of automobile insurance and licensing. Thanks for the extra barrier to financial sustainability and prosperity.
I was actually scared [excrement]less about learning to drive. I'm quite a good (and sane) driver, as inexperienced drivers go. What scared me so badly is that there is possibly nothing else in daily life in which there are so many ways to injure, maim, or kill people if you stuff up. Hence, I was terrified of stuffing up.
But, as it turns out, although I've had my share of mishaps I haven't crashed, or caused anyone else to crash. The worst I've done is drive on a flat tire for a good while, without realising what it is. But I've <a href='http://www.unknownworlds.com/forums/index.php?act=ST&f=10&t=35568&st=45' target='_blank'>told that story before</a>.

IMO LA conditions are worse. Been driving for 3 years (started at 16), no accidents..yet. License is easy to get. Test, Permit, Test, License. And I think it's a 6-month to a year process. I don't remember though. Insurance is like 2 grand a year for me or some crap like that. The only mishap i've ever had was breaking my right side mirror while pulling out of the garage. Big car + cramped garage + an Infinite Qx4 in it too. It can be a ****. Time after time though, I get better at parking it hehe.
I am guilty of some bad dirving/stupid stuff. If you read some other post of mine. At times, not a lot. I race, but only when it's very clear streets. My first race was with like a 30 year old guy and his buddy haha.

I did fine up until the Tollways. I sorta misjudged the distance of the basket from the car and scattered my 40 cents all over the place. It didn't have a gate and my instructor was like: Just go!
And if you thought the tolls in Illinois were obnoxious, out here, there's a toll road to Denver. Something to the tune of $1.75 every few miles. Expensive as hell, but you never see a cop on that road. The speed limit says 50-60 something but everyone goes 80-90...
(BTW: I like how doctors and lawyers are 2 and 3. Ooooh the irony...)
The reason farmers are bottom is because they drive those damn tractors all over. Yay 30 MPH under the speedlimit in a no-passing-zone.

Accidents happen because of either booze or moose. Rarely an inexperienced driver. Booze causes accidents no matter how old the driver is, and moose happen the same way. (But a bunch of young party punks are more likely to cruise around drunk, hence why I now have lightened up to the whole system)
Now here is where the system annoys me. First of all, it also applies to class 3 and class 1 drivers. I'd love to grab my class 3 so that I can drive gravel truck in the summer (pays more than the spread cat) but I don't have time in the winter with school and summer is too short. It's just a royal pain in the ****. And since logging is the biggest industry in BC (not illegal anyway <!--emo&;)--><img src='http://www.unknownworlds.com/forums/html/emoticons/wink.gif' border='0' style='vertical-align:middle' alt='wink.gif'><!--endemo-->) and since it's purely rural BC that logging supports, this is an industry that is about to be hit VERY hard by it. Between fewer people wanting to get into truck driving and new diesel engines that are gone to crap (EGR... a topic that I could rant on even worse for...) the cost of logging is getting expensive. But, most of you wouldn't understand anyway I'm sure. Anyway, simply put, there is going to be a big shortage of young truck drivers in BC. And as hillbilly of a job as being a trucker may be, SOMEBODY has to do it.
Another place this system annoys me. Many kids graduate from high school. They can't leave home or they are walking. And I'm sorry... but we can't taxi everywhere. And unlike Vancouver and Victoria (and to a lesser extent, Prince George) you can't bus anywhere. Oh sure, we could ride our bikes. That is a good point, and many do it. But you can't ride your bike in the winter. Oh but we could ski then. "Come over for dinner? Sure, seeya tomorrow..."
The rules are INCREDIBLY different outside the city. I really wish ICBC would realize this. I go to school at UNBC in Prince George, a small city. It's a much more dangerous place to drive around than in Houston. I'd say the chances of getting in an accident are 90% greater.
I know what Wolverine is saying. I've been lucky enough with my summer jobs to make enough money to be able to afford school so I basically get student loans to pay for my vehicle. I don't care any more though. The freedom to be able to drive to town when I need food, or whatever is so worth it. (Unlike my first 3 years of school.)

And since logging is the biggest industry in BC (not illegal anyway <!--emo&;)--><img src='http://www.unknownworlds.com/forums/html/emoticons/wink.gif' border='0' style='vertical-align:middle' alt='wink.gif'><!--endemo-->) and since it's purely rural BC that logging supports, this is an industry that is about to be hit VERY hard by it. Between fewer people wanting to get into truck driving and new diesel engines that are gone to crap (EGR... a topic that I could rant on even worse for...) the cost of logging is getting expensive. But, most of you wouldn't understand anyway I'm sure. Anyway, simply put, there is going to be a big shortage of young truck drivers in BC. And as hillbilly of a job as being a trucker may be, SOMEBODY has to do it.
Another place this system annoys me. Many kids graduate from high school. They can't leave home or they are walking. And I'm sorry... but we can't taxi everywhere. And unlike Vancouver and Victoria (and to a lesser extent, Prince George) you can't bus anywhere. Oh sure, we could ride our bikes. That is a good point, and many do it. But you can't ride your bike in the winter. Oh but we could ski then. "Come over for dinner? Sure, seeya tomorrow..."
The rules are INCREDIBLY different outside the city. I really wish ICBC would realize this. I go to school at UNBC in Prince George, a small city. It's a much more dangerous place to drive around than in Houston. I'd say the chances of getting in an accident are 90% greater.
I know what Wolverine is saying. I've been lucky enough with my summer jobs to make enough money to be able to afford school so I basically get student loans to pay for my vehicle. I don't care any more though. The freedom to be able to drive to town when I need food, or whatever is so worth it. (Unlike my first 3 years of school.)

I feel like doing some more ranting though. I'm gonna go off and find a logging related forum to rant about more stuff there. And maybe a snowmobile site to rant on about why I'm mad I have no snow yet. Hmm...
