bullet holes already stay on the wall, you can make it so that more bullet holes can stay on the wall at the same time the same way you can in HL and every single one of its mods, I forget the console command, just go into customize and then advanced, and then set the max decals higher.
It's better to go into your config.cfg and edit the mp_decals to somthing like 30000. I forget what mine is set to, it's something ridiculously high like 97000. I can't really say I've seen anything over 30000 decals in a three hour game though. For bullet holes, you will have to put a higher number for the mp_decals (I think that's the name) command.
