I would say that Marines has the initial Advantage but Kharaa have it as soon as a second Hive is up, once 3 hives get up, its game over, for the most part. I have played as Marines on a map (might have been Nancy) on the {Dead} Server where we were pined down for almost an hour in a hive room and they did everything to try to stop us, we had 1 res nozzle and the fades were comming in numbers, doing dirty tricks like dropping from the roof vent and doing smart moves like having a gorge in the vent to spawn a hive and then use Movement Chamber to get past the Grenade spam and appear in the middle of our base. It took almost a full hour, but we started to push them back, we had just cleared them out when they decied to F4.. what a lame way to win. But as they said, the teams were too equal!
