I'm pretty fortunate. Ever since my TNT2 days (where I rarely got perfect FPS), i've associated frame tearing with good FPS, since I always played with Vsync off. Now, whenever I see the frame split, I think "Hey, this is lovely and smooth!"

that was the same with me Chads, except when I did turn Vsync on having got a decent card, I found it SO much smoother!
The main take-home message of this thread though is:
Is your monitor runing at 60Hz in game?
Chances are if you're running win2k or winXP and haven't done anything about it, that you WILL be running at 60Hz refresh rate and that is bad. I can't drill this in enough tbh.
My monitor IS running at 60 Hz, but since its an LCD one, im not too sure what to do. Playing with vsync OFF would mean 100 FPS, and occasional tearing. Playing with it ON would mean only 60 FPS, which isnt that good. Anyone with any advice regarding LCDs?
It's more important in v 1.04 to have a higher fps. When 1.1 comes out, try it with vsync on to reduce tearing and make the gameplay smoother.
Also, the LCD screen at 60Hz is not so widely reported to be bad for eyes. I have in my personal experience found that I get bad headaches from LCDs at 60Hz, I am on one now at work, however this is not reportedly the norm. The <70Hz warning really goes to CRT users so I shouldn't worry about this.
have you tried playing VSYNC on? I didn't think my screen tore until I'd played a while with vsync on. 1.1 is in the not too far distant future however and it'll sort out the FPS issues so I assume the mods have decided not to web it because of this fact.

Despite all its oter numerous faults, Winblows ME contains an "Optimal" refresh rate hich automatically puts your refresh rate at maximum for whatever resolution you choose.
