LMAO! You guys crack me up. Us ppl have been using custom crosshairs for ages ever since CS and trust me its not cheating. We even make crosshairs in this forum go look it up in the Modeling section. We even use laser pointers in reality... meaning your not gonna be in a war and scream out hey you cheaters stop using laser pointers!. Anyways, no crosshairs aren't cheating cause how do you cheat with a crosshair when this game has no recoil/or dynamic crosshairs. <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->

And no the crosshairs wont make you aim better, It might make it easier to see where the center of the screen is when your muzzleflash is blinding you. But does that really give you an advantage. If yes, would putting tape in the middle of you monitor cheating.
I tried custom crosshairs, but found that the default ones were better. They are alot smaller than most so they dont get in the way, and they work like all crosshairs. They show me where the center of the screen is!

But I agree, it's not possible to do just by changing your crosshair sprite, which is just a little image file that gets plastered onto your screen. The game itself would have to constantly check to see what you were aiming at and update your crosshair accordingly.
