Try teleporting back into the Cyclops:

Fire up your console by pressing F3, then F8 to give you a mouse. Now click through the F8 screen into the F3 screen behind it on the "Disable Console" checkbox, to enable the console (I believe you un-check "Disable Console", it's either that or check "Enable Console").

Now press F8 and F3 to close them. You might have to flick F3 on and off again after to get this to stick (if the console box won't come up, try that).

Press Enter and a gray text box should appear at the lower-left (if not flick F3 on and off). Put in the code
    warpme

    That might fix your problem.

However, you might also have something colliding with the Cyclops that needs fixing (like a spec of terrain, a partially constructed base piece, a med kit that you couldn't pick up (although I think they fixed that bug?) or perhaps a floater stuck inside the Cyclops model, instead of just stuck to the hull. If warping won't fix it, you might have to find what's causing issues in the Cyclops and fix it.

Let me know if you can't get it fixed and I'll try opening the save file (however I'm hesitant to as I'm not sure if I'm on the same version of Subnautica as you due to Steam / Steam Experimental / Epic Games versions)

nothing fixed so i started messing with mods.
Discovered that a mod for the torpedoes was the culprit.

Oh. I bet that mod was made before UWE fixed the torpedo code (this used to be a Subnautica bug). Message the mod author and ask him to fix it.
