Neptune Fuel Reserve blueprint

The Neptune Fuel Reserve blueprint makes no sense. It requires 2 Ion Power Cells. Where exactly did Alterra get the information about the existence of Ion Power Cells to include them in the blueprint for the Neptune Fuel Reserve?

    The transmission said it would need "a hefty power source" or somesuch. Your PDA improvised once Ion Cells were discovered (just like it improvised to get Ion tech into the Power Cell & Battery blueprints).
