Can't build Alien Containment in 2nd MP Room from bottom (4th from top) [save attached] [latest exp]

I'm trying to get an empty MPR up top, then ACUs all the way down except for the bottom, which will house a BioReactor. For unknown reasons, I can't even add a ladder to that floor, or a hatch to the outside of that MPR. @Belgarel can you check it out? Seems like a bug to me.

EDIT2: The bug is that there was a partially constructed Alien Containment in that MPR (2nd from bottom, 4th from top), and a completed ACU above it, which apparently disallowed any and all additions to that MPR, as well as of course preventing deconstruction of that MPR. To fix, had to deconstruct the ACU above it, after which the partially constructed ACU become visible and able to be deconstructed from the top.
As well, I noticed that you can't place an ACU if there's partially constructed ladders or other stuff nearby (IIRC).
The problem with how it is now is you can't get access to that room to finish construction without realizing what's going on inside, and fixing it the roundabout way above.
Ideas for better error communication or a workaround?
