Subnautica VR Frame Bug

Hello I have a problem ( Ithink it's a bug).
At first the Game runs well in normal View Mode, I meen 2D also on a monitor or a bigger screen.
But in VR I have the problem that I got only 45fps.
If I looked up in the sky I get 90fps.
I search on the web and I had find some other persons on Steam with the same Problem.
Before anyone says thats this problem is about my Hardware.
My Hardware:
CPU: i7-3820 @4,3Ghz per Core
GPU: Asus Strix GTX1080Ti 11GB
RAM: 64GB 1600MHz DDR3
SSD: 512GB ADATA SU800
So my system works very well. I could play every Game in 2D ultra presents in 4k with round about 60fps and 1080p more than 120-180+fps
All my VR-Games (The Climb or Roborecall or something else) I played in Scaled doppeled resolution and maximal antialiasing by 90fps.
So i think its a bug. The fps doesn't drops under 45fps, so they are stabil @this point and if i am looking at the sky (on land or inside the blue) i have 90fps.
Any one else with the same problem?

Do you have the settings maxed (water quality specifically)? This is weird, but I've heard that some people with sufficient hardware actually get better performance on highest settings, (probably an optimization bug with the lower settings?) so try that if it's not already set at max.
Max Settings, low settings, vr rendering 50% or 100%, all the time the same max. 45fps, only in the mainmenu i get 90fps if i get the water details to middle.
