After H2.0 Subnautica had major frame rate issues, so I got a new fancy graphics card. Suddenly I'm getting an average of 100-200 fps, which only really dropped when passing into a new biome. Recently Subnautica has been really laggy. The frame rates have dropped over the past few updates, and now it's down to 20-40 fps. This is infuriating, as nothing I do fixes the lag. Three months ago I was able to get 60-100 playing Subnautica on max settings, but now... yeah. Not so good. I've tried lowering the graphics but it really only makes a small dent (the lowest setting is just ugly and medium only gets me an improvement of about 10 fps). Areas like the Lost River, Grand Reef, or Precursor Structures bring me down to about 20 fps. I delete any saves I don't use, so I really only have one save at a time. I only have one, or two hours on a save and the lag is there the entire time. Frame rates are bad the entire way through. The Ghost Update has just added to the lag and it's just getting impossible to enjoy Subnautica with the frequent lag spikes. Something needs to be done about this in the next update (lots of optimization). (I won't be able to post my system spec's tonight because it's late. I will update the post tomorrow)

With the recent update they said that there's an improvement in performance by 9% i was instantly able to see the difference I don't experience lag at all (rarely at times)
If the optimizations are in the terrain or resources data (stuff you pick up and bases) then, if the new improved data doesn't manage to overwrite the old unoptimized version in your save file cache, you won't see any improvement Clearing your cache forces the game to load a copy from the master in the \Build18\ folder, ensuring you have the latest revision of those files. Other than that, for a stable build, I have no idea (but for Experimental branch, they introduce new methods etc to test the effects on the game, as well as new features that are completely unoptimized, just to see how they work, before they get the optimization done -- no sense optimizing if you might end up reverting or cutting the new feature. See: Terraformer, etc etc).

Try flipping the settings to high. Try facing different directions. Try clearing your cache. Let us know the results. (I'm thinking unoptimized resources in one direction. Also possible an old base wasn't completely deconstructed in the area? IIRC they don't release resources until completely deconned down to the last component.)
