Same thing happens when trying to build Signs on windows too sadly, they'd look good if they weren't trapped inside the window!

Just curious, but did you try to deconstruct it from the outside, in the water. I had a similar problem once (not with the picture frame) and could not deconstruct an item from the inside as it left the ghost image. Frustrated I went outside and was surprisingly able to deconstruct it. It might have to do with how items are layered on one another when you build.

In my case the dang Sign is sandwiched right in the middle of the glass, outside or inside makes no difference. I wish I could find just the tiniest corner poking out and get it off of there. No luck finding that so far. :D

Currently anything built on a glass section is stuck there forever as a blueprint

    Save/reload doesnt fix this either
Cannot deconstruct the window nor the blueprint thing
    Cannot deconstruct the room either

yeah .... and i've got a feeling that this bug isnt very high in the priority list of things to fix either

This is why i am shocked there are no debug commands for overriding construction / deconstruction restrictions or deleting a module
