I have an idea, because of there is no early access program for ps4, you van just set it up for preorder, and when preordered, you have access to a beta.
We would like to bring it to PS4 (no promises) but we want to make sure the XboxOne version is in a better state before we put any real resources into looking into PS4.
Also that's not how pre order works. When you pre order something you buy it before it comes out. You then get it when it comes out. So pre ordering it would just give you 1.0.
