Issues with deconstruction

So I'm having these issues with deconstructing just about anything on my Xbox One version of the game. I've tried starting a new game and I have also uninstalled and reinstalled the game. What happens is i press down on the dpad like it says to. all that happens is the object flashes as if it is going to destruct. Because of this i cant use my moonpool which to a long time to make. Has anyone else encountered this issue? And if so were you able to rectify?

If there's terrain intersecting with it, you can use

item 514

in the console (LB + RB +A, might have to enter combo twice) -- this gives you a terraformer, which can remove the terrain.

Not sure if that's the problem, but if it is, the terraformer should fix it.

Is your battery dead on your habitat builder?
Is your inventory full?
Have you tried taking a dump on your Xbox?

XB1S S; In addition, 0x6A7232 (COMMENT ABOVE) suggested I set my xbox for a cold start ('ECO') that helps when nothing else will.
