Severe Lag, Tried Everything To Fix It

Dear Devs (hopefully),
My Subnautica (PC) lags realllllllllllllllllly bad. I get roughly 12-15 fps in my base, 8-10 outside, 7 in seamoth, and 1-4 when exploring beyond 250 ish meters from my base. I have tried almost everything I have found on reddit, youtube and the forums.
I have tried:
Setting all settings to minimum
Deleting and re-installing Subnautica
Deleting certain chunks that apparently cause extra lag
Setting debug console settings to lowest possible
RESETTING MY DAMN PC XD
So could someone explain to me why my Subnautica is still super laggy?
Maybe it's my computer is bad, but I don't know. I have almost recommended specs for playing Subnautica.
Here is my Specs:
CPU: Intel(R) Core(TM) i5-5200U CPU @ 2.20 GHz
RAM: 8108 megabytes
GPU: Intel(R) HD Graphics 5500
GPU RAM: 2154 megabytes
OS: Windows 10 (10.0.0) 64bit
THREADS: 4 logical processors
VERSION: 42313
BUILD DATE: 12/14/2016 5:52:15 PM
By the way my computer is touchscreen if that matters any. My drivers ARE UP TO DATE.

It was working absoultely fine. Then decided to go into experimental, after a few runs/sessions it started to lag loads in experimental so I went back into stable.
Stable wasn't functioning properly so I uninstalled the game as lag got really bad. Still experiencing issues with lag. It isn't awful and I often just have to wait.
Did you try clearing the entire cache? (Deleting the entire CellsCache and CompiledOctreesCache folders)
