PCs are pretty much 'free' as far as user control. XB1 is in Microsoft's walled garden. Microsoft has to approve anything that is allowed to run on Xbox. The user is allowed to install whatever they want on their PC (if MS tried to change that, there would be a huge outrage, even Mac OS X allows you a lot of freedom compared to a console).
What I want to know is are we going to get both the precursor update and the bones update or just the bones update
Last I heard (I think yesterday or the day before on Discord), you will only get the Bones update but the Precursor update should follow quickly thereafter.
Yes basically it's a huge pain in the butt to release something on a console. We're not allowed to just release it, you have to apply for a "certification window" (which is often a week away), then you have to upload a build to them, fill out this time-consuming Word documents, they wait for them to test it, then they come back with a report telling you if it's OK to launch or not.
They often don't catch major deal-breaking issues, or we don't, which results in restarting the entire process. It's pretty painful for us.
But consoles are important to us as well so we want to support them.
