Low RAM usage, stuttering and freezing, constant crashes

I'm playing on Early Development Build 40062 Oct-2016.
Here are my specs:
Intel Core i7-3820 Quadcore 3,6Ghz
AMD Radeon HD 7970M
8GB DDR3 RAM
Windows 7 64bit

I have done everything in the official troubleshooting guide on Steam (https://steamcommunity.com/app/264710/discussions/0/618460129742231471/), including driver updates and re-installation of the game, but the problem persists.
My problem seems to be that even though I have 8GB of RAM, Subnautica only ever uses 1.5 to 2.0 GB of it. Around 2-3 GB are used for Windows processes and other applications, which means that at any given time while playing, there are about 3-4 GB of RAM available and unused.
As a result, playing Subnautica feels like playing Minecraft with a 32-bit version of Java, i.e. there's heavy stuttering and freezing whenever the game is loading new assets, for example when entering a new biome. It's especially bad when I'm in the Seamoth and moving quickly through the ocean. When I'm moving quickly with the Seamoth and the stuttering/freezing becomes especially bad, the game will often crash as well. Changing any of the graphics settings doesn't seem to change anything about this either.
