I come to report a bug that is happening to me after I that updated the GPU driver if I'm not mistaken. I do not remember.

My basic settings are:
win 7 64bit
8gb ram
i7 4770
radeon R9 380 4gb

detail when I am submerged, the lights remain.

However, if it is indeed an AMD driver bug, AMD may need to fix this themselves.
