Short version:
Screw comodo personel "firewall"
Long Version:
So, I too was suffering quite havily from LONG load-times always since I bought NS2 a few weeks ago.
Reading on forums and on google, that seemed to be a normal problem. I tried a few suggestings but nothing helped (at all). Worst of all, even after loading into game it would take 5+ minutes to load/stream high-res textures into the game. (Which was really annoying, since I could play <mother of resource-hogs> Planetside 2 on maximum settings)
But today I found out what seems to have been causing the issue (at least for me).
Since quite some time I notices that CmdAgent (Part of Comodo Personel Firewall - Afaik responsible for HIP) was bogging down my HDD every now and then.
A quick google search revealed that this is "totally normal" and propably due to windows indexing updates. (Funny because disabling HIPs in Comodo & Windows Indexing services didn't change anything...)
A bit annoyed I uninstalled Comodo Personal Firewall (and switched [back] to TinyWall + ClamWin)...
And you know what NS2 loads like a charm (mostly)!!!
Subjectively (!) loading feels definitly faster, but two things are definitly for sure:
a) When loading into a map my HDD does not sound as if it is getting raped by NS2 (Read: My r/w-head does not jump all over the disk)
b) High-Res Textures load a few seconds into the game
Long story short: If you habe problems with load-times in NS2 and have Comodo Personel Firewall installed, try uninstalling it. (And nope, disabling it does not help, trust me...)
Best Regards,
(Now) a loyal fan!
PS: Since this is more a feedback than a tech-support answer I hope its ok if I post this into General.

* rightclick task bar.
* open task manager.
* Go to the 4th tab for performances. (If translation fails, it has graphs)
* Press the shiny button on the bottom, it needs admin access and will ask for it. (performance monitor)
* behold the performance monitor, one of the shiny ways to check stuff.
* go to the 4th tab for disk.
* check mostly the middle and the bottom windows of this monitor.
* middle: click the 'reaction time in ms' column to order, keep clicking until higher numbers are on top. Especially on local disks (basicly anything in a game pc) you do want values as close to 0 as can be! NOTE it also shows which files are being slowed down.
* bottom: order on queue length. again as close to 0 as you can get it.
As of typing NOT in any game atm, my own queue lengths on all disks are 0 and my ms is 0 on all but the top3, which are 1 to 5ms.
