Please can you create a location on the forums for the submitting bugs and developer response to bugs? - akin to the Dota2 one (http://dev.dota2.com/forumdisplay.php?f=4) where we get confirmation that things are or are not bugs and a rough idea of priority.
Right now the General forums are awash with game play mechanics questions which might be bugs, or might be unintended or might be intended, we just don't know. But there is no official response, it just turns into players arguing with other players about if its intended or not without any hard evidence to really prove the points either way. Case in point: http://forums.unknownworlds.com/discussion/128012/alien-jumping-or-bunnyhopping-whatever-you-want-to-call-it/p1 & http://forums.unknownworlds.com/discussion/127851/is-skulk-air-control-too-powerful/p1
If you had a bug report forum then a lot of threads would simply be referred to the "list of known bugs pending fix" page. We would know you are listening and working on bugs(Which I'm sure you are, but we have no visibility of it), and also know what you consider to be working as intended and what you are undecided on until more community discussion takes place (In general discussions)
I appreciate some bugs you would like to not be made more widely known, locations where you can place structures outside the map etc but realistically these will pop up on Youtube or other ns2 resources and be distributed regardless.
