Is the change needed though? Kharrmander only needs to spend on a Camo Veil (5 + 10 TRes) for every player to gain passive invisibility, while Marine Comm. pays the same amount for an Obs to cover 1 small room.

Don't forget the kham needs to dedicate an entire hive upgrade which encompasses res cost and the fact they have to wait for the upgrades that can't be nearly-hard-countered.
I've been thinking about this, I think the function of the shade structure needs to change also as currently it does nothing but to provide camo cover for skulks (which by this point probably already have camo)... Wouldn't it be much nicer if shades Camoflaged structures, and completely hid camo'd life forms from scans (or just make them show up on minimap). This would mean a scan would reveal structures for seiging, but would not be a hard counter to ambushes set up by skulks using what is currently a pretty masochistic upgrade path.
Back on topic... I would be totally up for OBS passive scan only showing skulks on the minimap (maybe obs upgrade or building 2 obs to triangulate enemy positions within their overlap would be something marines could consider to give the same effect as the current ups)

I am sorry, but i disagree. If aliens use, really use, shade effectively.. it is already quite strong.
Obs and scans take res, and early game cloak & silence can be devastating.
What shade may perhaps need is something for mid, late game.. but thats about it id say.

Otherwise, there shouldn't be any change to obs passive scans.

It wont always show them up when in the passive range, it may uncloak them but there wont be a red icon or circle around them
