Why public play and competitive play needs two rulesets

I don't want a separate ruleset, but I do want to find some more decent players with mics so we can get some good games going with more balanced teams...

there's already ruleset difference 6v6 comapred to 12v12, and its already enough to turn most ppl off form playing competitive and splitting the community

We didnt need 2 rulesets for pub and competitive play. We need a server infrastructure for each type of playerskill. (rookie/averaged/pro)

Please Don't try to segregate the game.
We just need to find a way to encourage team play in pubs, not give them entirely different rulesets.
That would do MUCH MORE damage to the game than it would help it (if it possibly could, actually help)
