I have already tried this. The first image already has something blocking that is only ~20 above these edges.

Sounds good, I'll fiddle with the conus angle and a few other settings on the spotlight so I can still get the effect I want but not the issue.
I did notice that when I try to use the 'block light method' that somehow the geometry isn't casting a shadow. Does the dev texture not cast shadows or am I doing something odd? Lights are clearly set to cast shadows, and there is no such option on geometry - does the face have to be facing a specific direction?
Light would shine through the ground and into the caves below just like in your screenshots above. What ended up fixing it for me was to put in light-blocking geometry and extrude the faces (turn them into fully 3-dimensional geometry). This of course created faces which faced both directions.
