Maybe a few of the big sever admins should get some type of Steamban type system/global banlist system sorted out between them.
I have no idea how complicated a mod it would be to write, but if there was some banlist maintained by fairly prominent community members that could be accessed by servers that would be useful to stop cheaters who avoid VAC bans.
Obviously that does risk the issue of someone being global banned through error though.

Have developers even considered to add a server side anti speedhack? Speedhacks can be blocked easily.
