It doesn't matter whether VAC is enabled or not if people are making LUA cheats. VAC is not currently able to detect such cheats. There should be a way for a server to check whether the client LUA files have been modified or not (maybe it's already possible?).

That is called consistency checking, and it has been in for a lot of patches now.

Ummmm consistency bypasser? People have been doing it for years in CS 1.6, CSS, and all of the Modern Warfares.
Information redacted as to not promote hacking. Just an example of how simple it is to bypass consistencies.
