NS2 Gift can join?

I just gave my gift to a friend. But he is not able to install the game!?

Is it because he can only join when the official launch arrives (so he can join in October)? Or is it just a steam problem?

I found alot of people posting a similar topic but none of them acctually gave a clear answer on this.
